here is what I see when I check services

"vsftpd dead but subsys locked"

I tried installing vsftpd-1.2.1-3E.1.src.rpm it was running
vsftpd-1.1.3-8 nothing has changed the conf looks fine.
netstat -a | grep ftp returns nothing.
