Default Freeware and windows relationship

Forgive my ignorance but shouldn't freeware be just for the Linux system? I just downloaded dev C++ and it's for windows! Why? Can it be used in Linux?

Why is freeware only for Linux systems? That statement has absolutely no sense in it.

Can we use Dev C++ for Linux develop an application for windows?

I can us PB, but as I deside to support freeware, what can I use as an equivalent? yeah I know there's a table of equivalence of windows softwares but there's just visual pascal for softwares for Linux. No equivalent for PB in windows.

Is it just me or does this guy make no sense???? Freeware means that software is free to all with no restrictions on usage it has no direct connection to which OS you wish to use it on that is dependent on the individual application settings.

Reminds me of the guy who tried to Hyperthread his AMD CPU.
