Default Calc to Excel & vice verca cell protection hash

I have encounted a very big security risk regarding protecting cells in a spreadsheet.

A user will protect certain cells in their spreadsheet from being modified...usually dollar amounts, dates, etc...in Excel

A user can open that same document in Calc, modify those protected cells and save the document as if nothing happened.

This also happens Calc to Excel


Is there a way to secure this????
