i need to know if linux can do bandwidth management. and also what software will i need to get this done.

yes it can, what you need will depend on whether your looking at controlling the bandwidth load on a server or sharing a connection.There are modules or apps that run with apache that can do that.As far as controlling the bandwidth on users sharing a connection thru a linux box Im not sure whats involved.Not sure where you'd find the software for either, maybe sourceforge or linux.org would be good places to start.
