programmer or software tech

i've heard that alot of different compaines are laying computer programmers and software technicians off. but i like computers and want to get a degree in computer science. which way should i go, software or programmer, to have the most stable career? thanx for the input hopefully i'll have my mind made-up in time for the fall semester.
