In need of some career guidance

I could use any information someone can give me

I am an MIS BS graduate from 2001 that was unable to break into the IT field. I currently work in sales and want to desperately get into the IT field. I am considering going to a technical institute and I have two questions.

1) Has you or anyone you know gone to one of these institutes and what was the outcome?

2) Have you head of any one school being superior to another?

3) I have training in COBOL,VB,and SQL and wanted to go into programming but I now heard networking is the way to go. What do you think?

4) Since I already hold an undergraduate IT degree, is this the best way to obtain an IT position ( I will pretty much do anything to get in)
