Pretty sure it's illegal to sell them premodded (atlest here it is) so you might have a hard time finding a place that sell's them.

i haven't really been following much but as far as i know they have managed to crack the firmware on the dvd drive and a mod chip is not necessary to play burned games. as far as i know though it is also not publicly available yet. you are not allowed to ask questions directly pertaining to piracy so even if we knew we can not answer your second question.

i think that its still to early for anyone to have fully modded a 360, so i think that you would have a very hard time finding one pre-modded because no one knows how
