upgrade CD-ROM drive

I have two games that wont load because I get this error message ''cant run 16bit windows program''

am told that I need to upgrade CD-ROM drive to 300 kbps, it's currently showing an error according to pre loading info on the cd , and on ''files/buffers required 20/20, I have 40/ instead .
Its suggested I have to increase ''files or buffers in CONFIG.SYS.

how fast is your current cdrom drive
