Default DoD & CS FPS Problem URGENT!!

I've been having problems framerate wise when playing Day Of Defeat(Half-Life MOD) and Counter-Strike. When playing ingame my fps will sometimes drop to about 30. This usually happens when theres alot of gunfire, grenades, many people, etc. Now, given my specs(check below) I think I should be doing waaay better fps wise. Now, I know alot of you will ask me if AA or AF or Vsync etc. is on. Whenever I play games I leave the effects/video card settings at default. I know nothing about that kind of stuff, so I've never changed any of the AA, AF, Vsync, etc. settings. BUT, below is a screenshot of my current settings. I hope his helps in diagnosting the problem. My Monitor Hz is currently 60hz. I'm also playing the games at 800x600 resolution. Please help.

I have seen problems like this sprout up, and their caused by 3 reasons.

#1: Cheap power supply's
#2: No installed drivers
#3: Old hardware not being compatable with a 10 year old engine.

Well, my video card DEFINATELY has drivers installed. All my hardware is pretty new, so it should be compatable. About the psu.. well Im in no shape to be buying new psu's. I really doubt its the psu. Any other suggestions, tips, help appreciated. Thanks for any future help

I said this can be the problem, your hardware is NEW and not OLD.

well yea it will go down to about 30 with a lot of action and stuff going on but lower the settings a little but maybe.

Your thinking weird, this is a game on a 1995 engine.

Any p4 era PC with intergrated graphics should be able to virtually max the game out.

Well, I expected optimal performance with a 9800 Pro..

Especially since I'm running at 800x600, No AA, No AF, and with Vsync OFF. Help..

Might improve is a little but wont solve the problem.

rate 20000
cl_cmdrate 100
cl_updaterate 100
fps_max 100
I hate vsync so i turn that off too.

This is CS 1.6 right your having problems iwth, right?
