Video skipping trouble

Alright so the exact problem is that while watching videos the video skips about a second every few minutes, also the audio skips along with the video. It seems minor but gets very annoying when you need to keep rewinding dialogue. I don't have problems with any other form of media, listening to music on it's own is completely fine, just in videos.

This does not happen on all types of videos, but it does happen in all media players (tested in winamp, windows media player, real player, nero showtime, quicktime, powerDVD, media player classic). It is most common in avi, divx, xvid, m4a, wmv files. I've never actually seen it happen in m4v files (although those files give me sound problems and will only play in quicktime), or mov files.

Lastly my system specs:
AMD Barton 3200+ 2.4ghz 400FSB (approx. 768 cache)
1024MB Kingston Tech RAM (DDR)
ATI Radeon 9800SE (256 memory)
Creative Labs Soundblaster PCI (it's a cheap sound card, but my onboard was broken)

Also all of my sound and video drivers are completely up to date.

I've got codecs from the XP codec pack, and my divx and xvid codecs are from the Divx professional install, so I'm pretty sure that there is nothing wrong with them.

A buddy of mine suggested a new mobo, does anyone think that will help?

What Resolution is your desktop set to? try lowering your desktop resolution and see if the problem continues.

Edit: And you mentioned you had some audio problems,
Codec Guide: K-Lite Codec Pack and other useful stuff
Try downloading the K-lite mega codec pack and see if that fixes it.
