Staticy/clipping audio

This seems to do it whenever i go to bring up a program for some reason. I just installed a new HDD. The audio driver is installed on the HDD and when I go to load anything it clips.

Ideas? It's an m3A32 wifi Mobo. I didn't have this problem before the new HDD install.
