Default Question about CD/DVD's

Hello,

I'm new to the forums, and I have a question that has been on my mind for nearly week now. No one can seem to give me a straight answer on other forums. I'm hoping someone could kindly explain this to me.

I noticed a silver shiny aluminium silver ring around the circumference of CD/DVD's. It appears on both sides of the disc near the very edge. It's on blank media and commercial media such as PS2 games, PC games, music cd,s and DVD's. Is data writte on there or is it just a border around the disc. I visited many forums and no one seems to give me a straight answer.

So, does it contain data and can data be written to it? Or is it just a border around the edge of the discs?
