Default Need a TV Encoder

My Tv card arrived this morning but the video doesn't seem to run smoothly. I looked at the specs of my onboard video card amd saw it doesn't have a tv encoder, so I thought I may need to get one in order for it to run smoothly.

Can anyone tell me where to get one from?

Will I have to pay?

EDIT: It's working now!

Get an nvidia or ati video card and get nvidia's pure video decoder or ati's avivo decoder. you will get stuttering movement with onboard video. those 2 decode uses hardware to decode

try nVidia's. I have never had luck with AVI Avivo decoder, it fails in comparison (in my opinion)
