Hi,
Anyone knows how to create a GIF file like the one I am attaching. What program? or Can MS Words do it?

The attached picture shows Chinese characters. I am looking for a program that can create the same effect in English.

with GIF you can have transparency and the animation is made of of frames. any gif animation program can do this. paintshop, imageready (packaged with photoshop CS trial), Ulead GIF Animator, etc. you can download trials from:

I have downloaded and installed Photoshop CS. In the process of figuring it out. Any tips on how to create such GIF file with the effect?

BlueDNA click on the start button> all programs, there should be a link to ImageReady CS. thats the program you use to edit your gif animation. you could also use photoshop to prepare graphics before importing it to imageready. read the help content included with the program on the top menu, far right side
