Default Best audio solution for a computer (70 Dollars budget)

I might be able to get more, if its REALLY, and I mean REALLY worth it.

Right now, I got some 10 dollars speakers that have last me forever. And I find them good, but on loud sound, they good all bad.

So budget (70) Preferably 2.1
Only thing I am look for is good sound, and IF POSSIBLE, a sensor that I can use a remote control to control the Sound.
My brother told me, that there is one that can control the sound through a USB sensor, or something like that is this true? if so , whats it called?

Since I do not know how to set up surround system (I know there some cheap surround system for that price.....)

Stores I prefer to buy from.

Newegg and buy.com

I been thinking the Logitech Z-4
