Lightbulb Why C?

I am learning xtml,javascript ,CSS.
as a step to real programing as recomended.
I spend 80% of my time to accomplish this goal.
I spend only two hrs a week ready about Ruby .I want to learn maybe one or two compiled languages, choices are C, Common Lisp, Smalltalk. and Scheme. My goal is to write interactive books about "Autism" with GUI and smart tool to navigate the whole book ( they will be more like Encyclopedia.),
Maybe Learning ruby will be enough for this or do I need a complied language , Which one ?

C is fast and is a small language but it is Volatile?
What is wrong wiith this language everbody agree I must learned , However everyone advice the less you use it the better you will be .

Can Ruby , C ,Smalltalk,or CLISP help me make my interactive
"smart book "

I want your opinion!
even if it is about any other language.
