I'm just trying to get a high level view or idea of how GPS tracking software/hardware works.

Like say in Cell Phones or in cars.

Some cell phones can be tracked by GPS or what not.

How does the GPS system read the cell phone and how does that cell phone send info back to a centralized database or web service or what not?

Just trying to get a high level view of how the tracking software/hardware GPS systems work together that's all.
