Question program to update ip

ok i have a internet connection with a non static ip, and my computer is behind a router. now is there a way that i can write a program to talk to my router, find my current ip, and post it on an internet site like angelfire or other free hosting. i wish to do this because i want to run a server and do not have a static ip address. my parents refuse to upgrade the connection for a static ip even if i pay the difference. so this seems to be my only option. my programing knowledge is limited to visual basic. any help would be apreciated.
