Unhappy need help with IVR

Hello:
i want to develop an IVR(Interactive Voice Response)System,,, i know all the physical working of the system,,, but the only problem is that i know the implementation constraints,,,,

for example i want to know which tool can be used.. can i use C#.net, microsoft speech API, VoiceXML.. etc

You can probably c#.net and the Speech API...that would be my educated guess...

Thats i know that SPEECH API WILL BE USED.. but i am not considering speech/voice recognition. all the events will be based on DTMF touch tones. i just want the implementation details.
which hardware/software will be used.
please tell me in detail
