Compilers are for programming languages such as C++, Java, and Visual Basic. If you wanna do HTML you just need a text editor, although there must be programs out there with syntax highlighting and other useful features. HTML is not very difficult.

As for a C++ compiler, I'd suggest Dev-C++. It's freeware and contains very useful tools. Of course, you'll need a book to learn the language.

Dev-C++ is probably the best. Also, your going to pay anywhere from 30 to 60 USD a book. I would suggest (I use it, and I love it) www.safari.oreilly.com. for like 20 USD a month, you have unlimited access to a ton of books. Save buying books for ones that are really great.
