Question javascript "set homepage" - not in XP?

I'm trying to include a link in a web page that will allow users to set the current page as their homepage. (Actually, it's a long story - I want this so I can use it on some public workstations in my dept. in the library so that I can set the homepage without going into Internet Options because that's been forbidden by Systems ... grrr.) There are lots of sites that have the info on how to do it, but it doesn't seem to work on XP machines. Is this a security feature of XP? Or is there a workaround/alternate method?

Uh...it probably doesn't work there because the Internet Options is locked...

Besides, you probably shouldn't change it if they locked it.
