Default HTML: how to make it appear the same to everyone

I'm making a site using HTML, and when building it, I check very frequently to make sure it looks exactly the way I want it to. However, I use Netscape, and my friend who looked at the site using Internet Explorer said that the links and text were all different sizes, and it looked very unprofessional. After seeing this for myself, I had the same opinion. So I looked at it from a different computer using Netscape, and instead of that problem, the pages other than the home page had line spacing issues (lines that were supposed to line up didn't and vice-versa). How do I make it so it looks as close as possible to exactly the same for everyone? I used a generic font (arial) and heading tags to size the font, but I can't think of a reason why it would make it so sloppy only for some viewers. Thanks in advance.

Exactly the same is impossible. You can use programs to check for browser compatibility though. Dreamweaver has an option for this.

I would also install all kinds of browsers on your computer to test it yourself.

Yeah, I should've worded it differently. Perhaps if I put everything into separate table cells it would fix the problem. I also don't use any software because, well, I don't like it and I can do it faster without. Thanks for the suggestions though.

P.S.: I read that between Netscape and IE (the two most popular browsers), Netscape is the pickier of the two as far as coding goes. Since it looks good in Netscape, I thought it'd look good in IE too. Oh well.
