It helps if you read the README.txt file. The author has said a Visual Studio solution file is included (LinksBoks.sln). Therefore you need a copy of Visual Studio and the XBox Development Kit (XDK), which will allow you to compile it. However Microsoft only allows approved developers to have the XDK. The author also hasn't supplied the LinksBoks.xbe file and other necessary files in-order for the software to work. So it seem you probably won't be able to use the software.

The xbe file is not linksbox.xbe is default.xbe, and im sure i can download the XDK from either a torrent site or i will just acquire it from a dedicated xbox development website, either way it should be easy to attain. as for Visual Studio i have 6.0 enterprise edition the only problem is i dont kmnow what program to use so i can compile this , C++? i think any IDE will allow me to compile a soruce file i meay be worng but wont his work? A compiler (typically) translates source code to machine code (the binary).

Compilers do the compiling, not the IDE. The IDE invokes the compiler, and no IDE that I'm aware of supports all languages. So you'll need to find a language compiler or IDE that supports the language used to compose the source file(s) you have.
