Help!! How Programming Application to Control NIC

I need programming application for switch or hub pinp-pong test.
Linux have mii-tool command can to control NIC Speed and Mode.
I need create same as mii-tool function on windows
But i can't find the relate infomation or data to programming
so,i hope someone can tell me how to programming the application on VC++ or BCB
