A good and free IDE with a C and C++ compiler is:
Code::Blocks

It comes with the MinGW compiler system.

The download URL is:
http://www.codeblocks.org/downloads.shtml

Best Regards,
Yeoh

I'd highly recommend Dev-C++ as a good free c++ compiler.
