Default Creating java applications for cell phones

Excuse this if this turns out to be a rather moronic question, but assuming that I have a cell phone that runs java apps, what are the chances of me being able to run custom made programs? Is this possible? I just took a look at the code for some of the programs and it is quite similar to what I have done before. So if I was able to create my own programs and run it off on my cellphone, it would be awesome. I'd appreciate if anyone could just clear this out.

In theory, I supose you could create java apps for your phone, but I don't know how you are going to get it on your phone.

You'll need J2ME - same thing as the java development kit for regular PC apps except it is for mobile devices.
