CHEAP c++ programing sofware
well cheap is a over statement i want it free, all i really need is compiler
and i dual boot so windows or linux programs are what i need.

dev-c++ it is free.
personally i like to program under linux so if i were you i'd install g++ and fire up your favourite text editor - you may well find it is already installed.

If you're going for linux programming, gcc is always a great choice.
