Unfortunately, what they're talking about would require an admin to make some configuration changes on your server. Crontab is a program in linux that sets up tasks to run at certain times (ie. every 5 minutes). It's doubtful that your server admin would let you add something to their crontab, although it might be worth asking anyways.
The install.txt also mentions "internal scheduling" as an alternative, so you might be able to give that a shot instead.
