Default Audio Pitch/Time Shift C++

Hi

My brother has written a simple media player for .wav files in C++ and wants to add a facility so that a sound file can be stretched by variable amounts over a fixed period of time. And another facility so that the pitch can be shifted by + or - 5%.

He is doing this for uni and is having trouble with it. I dont use C++ and this isnt the sort of thing that I normally code so I am fresh out of ideas.

If anyone could help, that would be awesome!
