Default Watercooling Idea

Well I don't know if this is just plain stupid but, isn't there something in a house's water plumbing that makes the water cold? There must be since during those hot days in the summer it is still really cold. Maybe I'm just talking out my *** but if there actually is a cooling element inline a house's plumbing, coludn't you conjure something of the sort up and use it to cool your water?

i think it would be built in to the water heater of a house wouldnt it?

no there is nothing that cools your housess water. the water lines for any house/town are a seratin distance underground. thats y the water is cool.
