Default problems OC'ing a 3200+

Today I started OC'ing my 3200+ on stock cooling after having some BIOS problems which I resolved last night
I have been upping the fsb by 5MHz at a time, but for some reason any OC above 10MHz fails and my computer boots up underclocked
anyone no why
PS my temps are not that bad
PPS i have also been slowly upping the voltage
