CPU Temperature Question

From many of my CPU temperature monitor programs, including the one included in the BIOS, apparently the processor is running at 22 C. How is that even possible when room temperature is like 27? Im using the new AM2 Athlon 64 3800+ processor. It doesn't make sense that it could be below room temperature.
