Default CPU failure

I just put together my dream machine and I'm a little upset because it won't boot! Everything goes on O.K. but during the system check i get a "CPU test failed". Now i'm not sure If this has anything to do with it, but when i was installing the MoBo I accidently chipped a tiny tiny little black thing off of it. Could this be the Problem?

sorry no pic. its like this really small rectangular thing on it. Its about the size of the comma on your keyboard. I've already checked the CPU, PSU, and anything else I could think of. No luck. I guess I'll be calling RMA in the morning : (

Well, just about every tiny itsy bitsy piece of a large circuit board thing like a motherboard...where exactly on the mobo was this black "thing" that you chipped off?
