burnt cpu while underclocking

ok so my brother has this p4 512mbram rig and he thinks its running too hot so he decided to underclock it using the OC software that came with his mobo.
Now his mb wont post is his p4 dead? BTW he said when he underclocked it 5Mhz FSB the chips heat skyrocketed. So is underclocking more dangerous than overclocking?

When the software messed with the CPU, it probaly didn't just downclock it 5Mhz, it probaly messed the the instruction sets and fudged up the CPU.

Why didn't you do it through the BIOS?

he didn't do it in his bios since he said the bios didn't let him go under 200FSB so he used the software overclock that came with his motherboard and he downclockied it to 195Mhz

why didnt he just get a better case/hsf??
P4s run like little ovens anyways...too hot for a nowadays chip is normal for those PsOS (im very angry with P4s lol).
