Question Cant download at full speed?

ok, heres the deal. i just got my 98SE rig up(using it now) and its good and all, cleaned mobo, organized wires and whatnot, and got another, faster pc out of my closet for my xp install. so these 2 computers are exactly the same, but one has a 333mhz(98SE) cpu, and one has a 400mhz(xp) cpu, same vid, same sound, 128mb ram, clones. so, earlier, when it had xp on it, it downloaded at around 90~100 kb/s(dsl) and on the new rig(400) it downloads at 100, but on this, even when its the only pc up and runnin, downloads only at 40~50. so i installed firefox, and still, even in firefox with it fully optimized in about:config, same problem. what gives? is this just a problem with 98SE where you cant donwload faster than 50kb/s? its kinda annoying, cause this is gonna be set up as a file hosting system. ideas?
