I use the same program at school and it does work.
What you need to have is patentice, torpark does the whole random thing and so sometimes the IP address doesn't work. The best thing to do is force change the address in the tool and if you ever get an IP address that works go to "Manual IP Selection" (or something along those lines) and you can plug in the IP that worked and always have a good ol' out of country address. Hope it works
