Compilers are for programming languages such as C++, Java, and Visual Basic. If you wanna do HTML you just need a text editor, although there must be programs out there with syntax highlighting and other useful features. HTML is not very difficult.
As for a C++ compiler, I'd suggest
Dev-C++. It's freeware and contains very useful tools. Of course, you'll need a book to learn the language.
