Oh my dad has this problem not the exact same but similar and he searched it up and found out that some ISP dont allow torrenting so they block it by either making it so when ur connecting to peers and seeders it will only stayed connected to them for a short period of time and then auto disconnect from them causing your torrent speed to go slow.... but he did not have the problem of his internet shutting off.
