That we will never know, however consoles have a VERY early history beginning before atari. For example:

1967 Ralph Baer designs the first video game played on a television set, "Chase" for Sanders Associates.

Maganavox' Odyssey, designed by Ralph Baer, becomes the first home game console. Nolan Bushnell and Ted Dabney form Atari. They hire programming wiz Al Alcorn, whose first project is to design an arcade game called "Pong".

So, its hard to say.
