Default External SATA hard drives

Going slightly insane here... but a simple question, is it possible to use Serial ATA hard drives as external without an external enclosure for them?

As far as I understand, Serial ATA is hot swappable without needing the support of an external enclosure like IDE, but there doesn't seem to be a realistic way of getting power to an external drive without having to go through an enclosure.

Also, I found this when I was looking for an internal to external card; http://www.cwol.com/serial-ata/sata-...-external.htm,
but for the life of me I can't find a cable that would allow me to use the power port on that.
