you need to do a powercycle on your router
1. unplug the coax/phone line from modem
2. Remove any source of power (including batteries)
3. Disconnect the CAT5
4. Wait 10 minutes
5. reconnect everything.
Than go to
www.testmy.net and do a download test to see if your pulling the full 3Mbit a sec.
