Sounds like the firewall is disabled or you are not an administrator to the local machine. Are you sure the account is an administrator? Is the service itself set to disable? Check this in CONTROL PANEL>ADMINISTRATIVE TOOLS>SERVICES then right click on that service and check the properties. Make sure it is set to automatic and try starting it again. Lastly you can check to local policy via START>RUN>GPEDIT.MSC then go to Computer Configuration>Administrative templates>Network>Network Connections>Windows Firewall. Make sure the standard/domain profile has the "protect all network connections" policy as "not configured.
