To start what version of windows are you using ?
What kind of pc controller are you using ?
Have you tried a updated version firmware for your controller ?
Try using a different type of controller and see if you get the same problem, if you do might have some type of malware, trojan or virus we can't know for sure if you can't tell us.
I recommend trying avast free edition or microsoft essentials to see what you might have.
