For Gnome read the FAQ on art.gnome.org very interesting stuff. I haven't found any information about installing kde themes and I don't feel like going threw all the steps at 3:30 in the morning, but I'm sure theres information on
www.kde-look.org. Also you could try looking threw the menus of the KDE/Gnome controll panels and you should figure it out
