Do what interests you. If you do CoE, you'll take some digital design courses and some programming courses (like Operating Systems).
There are many tradeoffs of being a comp eng vs an electrical eng, and the other way around. It also depends on what type of work you want to do. If you want to go work on processors (for AMD/Intel), comp eng might be the way to go, but also you can do EE and take more comp-architecture courses.
