What brings you to this conclusion? Finding it by fluke...sounds to me like you read something about it and automatically assume and think you know better.
By the by, the most "secure" FTP will certainly not be the "easiest". Anyhow, for creating the most secure FTP server in the city - are you going to challenge hacker's to crack yours among other's servers?
And above all...the bottom line...you just want recommendations for Unix FTP servers?
