CPU Fan running at max

I got a new motherboard a while ago and installed some old parts from my HP computer. Now at boot up the fan is running at max speed and i always have to wait until XP is done loading and reduce fan with SpeedFan. I was told to use CoolnQuiet software but that's only for AMD processors. Is there anything i can do to fix this problem?

Which cpu fan slot did you plug the fan into?

You also might try looking in the BIOS. check that you havent manually overridden the settings. If you dont know what to do there, just set them to auto

Are you sure that you mounted the Heatsink & fan onto the processor properly with thermal paste/pad?

What kind of temps do you see in speedfan?

What hardware are you using? List all of it.

My system specs are:

Motherboard: ECS RS400-A

CPU: Intel Pentium 4 3.06 GHz

RAM: PC3200 1 GB

BIOS Type Award
Award BIOS Type Phoenix - Award WorkstationBIOS v6.00PG
Award BIOS Message RS400-A Ver:1.1 11/03/2005

On my SpeedFan

Temp1: 31C
Temp2: 28C
Temp3: 25C
HD0: 50C
HD1: 40C
HD2: 40C
Temp1: 28C*

*There were 2 Temp1

right now i'm controlling Speed01 only with the software.
