Horrible FPS during video playback

my system is listed in my sig, and it runs css and halo at almost maxed settings at around 40 fps. However, when i try to view flash cartoons, google video, quicktime video, ect... i can see each frame buffer from the bottom up. Its horribly ugly, and impossible to enjoy movies like that. they run fine in youtube-sized windows, but in full screen, they are horrible.

It does this in windows media player as well, but when in full screen in windows media player, it runs butter-smooth. if i move the mouse during a movie, and the annoying menu comes up at the bottom of the screen, it runs like poop again until the menu disappears, then it is fine. i have a very high-resolution monitor (1680x1050), but i dont think thats the problem, because it did this before i upgraded my monitor. Any ideas would be helpful, so thank you.
