[Email rejection message] - Computers

I ran into a weird situation and was hoping that someone might have an idea.

I work at a help desk for a software company. You can send out email through our software and have it be From the sender's email address. I ran into a weird situation where one of the recipients are not receiving their email and the sender is getting a rejection notice.

Ok X is the sender of the email.
Y is the intended recipient.

X is receiving a copy of the email and Y is in the email To with the correct email address.

Y is not receiving the email.

X is also receiving an email saying that the email was not able to be dlivered.

Y's address is [email]xxxxxL@whatever.com[/email]
And in the copied email that X is receiving the email shows up correctly.

But in the rejected email that X received it is stating that the email giong to [email]xxxxx1@whatever.com[/email] was not delivered.

So i'm trying to figure out if this is an ISP issue, and if so would it be X's or Y's ISP?

Any help would be appreciated.
