Its not norton. Symantec Makes norton for the Home user. However, symantec also has a product called Symantec Corporate, it is a Anti Virus program for Large corporations. It is much better Than Norton and highly configurable. I use it myself and I can say having both used Norton in the past and Symantec corporate now. That its faster and much nicer. To me vista isnt much different from xp besides the looks.
